Hi Lois - the Federal Government of Canada has been working on a
multi-facetted Information classification model called the 7Cs Info
classification model.  Part of that model includes classification
definitions for accessibility, security, privacy etc.
Glad to share what I know if you want to contact me.  I'm not aware of
anything at the municipal level though Ontario was working on something
similar.

We are working on developing a implementing a document security
classification program, and are looking for any existing programs,
especially within Canadian municipal governments.  

 

This would include the classification definitions (e.g. high, medium, low,
open) and also the method(s) of application (e.g. via a records management
classification).
