In spite of the title, it's about classifying and handling as well as
labelling. The important thing is the really clear descriptions of
each level, and the fact that there are only three (of course, in an
IT system you need a fourth - "none of the other three" which I
usually call "unprotected".
And don't confuse a classification for access control and security,
with a classification (thesaurus, taxonomy, file plan) for describing
document content. They are quite different things and you will make
life difficult for yourself and your users if you try to make one tool
do both jobs. Keep it simple!
