Also, If that Sandia-originating chart IS the one you are looking for, I contacted Anna Nussbaum a few years ago and she gave me permission to use it, with a citation of "Adapted with permission from Recorded Information Management Program of Sandia National Laboratories".

Years ago I came across a document called Is it a record?. It was a type of flow chart to assist in determining if a document was a record or not.
Does anyone know who the originator was and if it is copywrited?
