I can tell you from someone in the legal industry that the idea of having to review box-by-box is not a new concept.  This seems to be standard operating procedure for many of us.  And yes, it can take years.

There is an axiom in business that you can have any two of the following but never all three: fast, cheap, good.  Backing a truck up is fast and cheap but insures zero quality or integrity.  Prioritize "fast, cheap, good" and you will have your answer.

Dr. Mark Langemo is the master of these big, ugly projects.  He often shares experiences about getting this accomplished quickly and accurately.  I suggest you consider making it a project with a team of people you train just for this purpose.  It would be a perfect situation for paid college interns during the summer.  As daunting as it appears to be, volume is nothing but a dynamic in solving a problem.  The question is whether your organization will see the value return for the investment.
