My guess is that the answer will be found in either the Archives of Spain
or the UK's Public Record Office. Both Spain and England were pioneers in
arranging and describing records from the middle ages onward, and both
have a lasting legacy in much of how we organize and understand records
today. I would think the term "red rope" relates to the time when ribbons
and "ropes" were affixed to official documents via wax seals, thus
declaring them official.
