Ms. Mangiaracina,  This is a self-serving response to your E-Mail about enterprise wide records destruction.  First to answer your question, at the City of Sugar Land anything to do with records management goes to the departmental records liaisons for consultation.  Then it goes to the various department heads for their comment.  Once we have received consensus we then go to the City Manager for final approval.  Records Management policies are considered interdepartmental in nature and do not need to go to City Council, which is our equivalent of the Board of Directors in a private company.

On the self-serving side, If it is possible, could I see what you have written so far?  Like you mentioned, we to  have scattered policies for different departments.  I was be interested to see how you handled this.  Thanks
