This was decided long before the existence of the principles, Mo Req and
even before 15489.

Those sources are simply parroting what was decided in practice before.

ISO 11179 was one of the earliest sources for how metadata is structured
and used and ISO 230812 describes how it's used in records.

The National Archives in AUS issued one of the earliest definitive works on
this in 1999

The AZ Courts ruled on it being part of the Public Record when it came to
State records in 2009

Eventually, people are going to figure out iif you want to verify/validate
something related to records, you go back much further than these recent
publications that others want to hang their hats on as 'authoritative
sources'.


They're simply a re-hashing of things that have been common practice in
Records Management for decades wrapped in shiny paper, being marketed as
new.
