Haven't read the article yet, working on other work stuff. But my
perspective is not to insist on elimination of the record owner or assign
responsibility to IT - rather it's for the record owner, records
management, and IT to work together to streamline and automate
recordkeeping processes to the maximum extent possible. This means much
more work on their part, but allows for more consistency, efficiency, and
ultimately effectiveness particularly with respect to digital records and
communications technology-based records.
