Alex:  Since you are in a law firm, you should consider reading Chapter 4, Accounting and Budgeting Processes, in the treatise Records Management in the Legal Environment (ARMA Int'l., 2003).  Although the book is dated in some areas (and is being updated via a series of Information Governance monographs), this chapter on budgeting is still relevant and provides commentary on various categories of law firm RIM expense including personnel -- including professional development items -- supplies and equipment, storage and destruction, projects-based expense, and other related miscellaneous costs.
