Lee, when I had such a contract at the law firm I used to work for, we (my
department) did keep a set of keys to the bins.  This was primarily to
retrieve materials discarded in error, which happened occasionally, not to
assist with dumping large amounts.  When an internal customer had a large
amount of material for secure destruction, we usually made special
arrangements with the vendor (for example, had the materials placed into
boxes, sealed the boxes, placed them onto pallets, and paid the vendor a
per-box rate to handle the destruction).
