There are several software's that will handle paper records, O'Neil and Recall, Most of the ECM systems for electronic records also has a module for paper records.  Oracle, Microsoft, EMC, Open Text, Hyland, IBM, Lazerfiche just to name a few.  Also as mentioned, HP Trim.  It is all about price and complexity to roll out.  When you get to emails, that is a more complex problem and will require further research.  If you need more detail, please advise.
