But the question is where SHOULD RIM report, not where does it report across the industry.  You want the boss of RIM to have an interest in the proper handling of records, and leverage to back up the program.  One thing I am sure of personally, as a computer geek of many years, is that the IT organization is not the proper place.

Corporate Secretary is interesting, I've rarely seen that on an org chart.

I have also seen RIM reporting into to Finance, Legal, Operations, Audit and Oversight, CIO, IT, Facilities, Business Management, Corporate Secretary.... and I have also experienced none of them being the ideal!~agree Larry

Having legal, risk, CIO, facilities, etc... reporting into an IG board sounds like a way to go perhaps. :)
