National Capital area consulting firm has an opportunity for a CRM to guide development of electronic records management policies and procedures for a Federal agency client.  Electronic records comprises an important element of the overall records management support engagement.  Position requires solid understanding of Federal records management requirements, strong familiarity with electronic records principles and practices, and ability to engage with client personnel at all levels of the organization to analyze requirements, propose recommendations, and implement solutions.  Work is challenging, and salary is commensurate with experience.  Position is part time, averaging 3 days per week at client's worksite in Washington DC, convenient to Metro.

Duties:
• CRM Certification (equivalent experience will be considered)

• Records Scheduling for Electronic Systems 

• Analyzing and evaluating complex legacy and proposed electronic systems to ensure compliance with laws, as well as statutory and agency electronic recordkeeping requirements, and guidelines provided by the National Archives and Records Administration (NARA)

• Analyzing documentation, such as System Requirements and Concepts of Operations, to ensure records can be readily integrated with or the system can directly serve as a certified recordkeeping system

• Developing records schedules to meet the business needs of the program office while ensuring the retention of the data meets Federal recordkeeping standards

• Developing methods and tools to promote understanding and importance of electronic records requirements, including through successful coordination and collaboration with liaisons

• Collaborating with stakeholders and developing policy for management of electronic records, including long-term preservation policies and unit goals, objectives, plans of action and milestones

• Developing administrative program policies for implementation of born-digital records standards, document scanning, and scanning equipment procurement standards

• Performing studies, reviews, evaluations, and analyses of records management programs to ensure effectiveness and agency compliance with Federal regulations

• Analyzing Federal regulations, OMB circulars, NARA, GSA, and GAO regulations and policies to determine the effectiveness of records program operations 

• Applying required changes to records management directives and persuading stakeholders to accept findings and modify related IT policies

• Evaluating systems for compliance with regulatory standards for records preservation and disposition

• Developing and implementing agency policy for retention of e-mail in accordance with regulations from NARA

•             Developing programs of records management training and all related training materials and presenting to a wide range of staff members including: managers/supervisors and administrative staff in all aspects of records management including Vital Records training for COOP managers

•             Coordinating with program offices to ensure that records schedules remain viable to the specific programs during periods of personnel, organizational or political transition

•             Analyzing and evaluating existing programs and the related records schedules for applicability and accuracy; based on findings, prepare Requests for Disposition Authority to update schedules or prepare new schedules as required.
