the imaging solely for access purposes.. do the imaging on an "as needed" 
basis, wait until someone requests the  records then image them. don't 
waste time, money and effort imaging something that may never ever see the 
light of flat-screen  monitor

I agree with not destroying the original.

But not so much the idea of  not imaging unless requested. People may not 
ask for records because they do not know that certain records even exist 
until they're on the web site, browsing and searching. 

We have a wonderful website call Historic Pittsburgh, 
http://digital.library.pitt.edu/pittsburgh/, with all manner of books, 
articles and documents scanned and posted to the site. It has a keyword 
search, among other search options. I do not know what all is there until 
I start searching on the subject I'm researching. If they waited for a 
request for a specific item, then many things I've found and used would 
not be there. Most researchers poke around; we don't know what's there and 
what we need until we find it. If the purpose is access, then provide 
access.

Maybe it will lead to future soft cost savings by staff not having to 
respond to FOIA requests.
