Positive impact:
1. First Gulf War, prompted Congress to force the DoD to move from paper-based records management to electronic. Birthed the DoD 5015.2 Standard and the electronic recordkeeping industry.
2. Federal Rules of Civil Procedures. Blurred the distinction between official records and non-records. If it is electronically store information, it is subject to discovery, regardless of record status. Birthed the Information Governance movement.
Negative impact:
Reliance upon end-users as pseudo-records managers: determine if content is a record, then classify it in organization's file plan. Plus the burden of adding required metadata. Now every hates and misunderstands records and information management.
