And Gary speculated: "Maybe someone got bit by the open records bug?"

 There is a lot of that going around--at least in Texas. Our legislature is now in session and numerous bills have been filed to require video of all sorts local government boards. 

Other proposals would permit alternate citations to be served on social media; public notices to be published on Internet sites rather than newspapers; and Grand Jury proceedings to be recorded when the subject is a peace officer.
