Lisa,
You have already received some good advice.  In addition, it strikes me
that your boss recognizes one of the skill sets in records management​ is
organization and control.  So embrace the project and make it work so well
that you are recognized as a "go to" manager who can make things work!
Once the process is working (make sure you prepare written procedures) you
may be able to delegate it to someone else.
