And it is not just the State Dept.  I am still amazed at how many folks believe that unless the word "email" is specifically used in the definition, it is not subject to any other recordkeeping rules and regs.  Witness the fact that we still get folks asking about retention of "email" on the listserve form time to time as if "email" was a record type in itself.   I encounter folks within the City where I work that do not understand that "email" is a format for records and continue to flaunt the rules - although, when caught, they swear they didn't know it meant "email" since the term was not specifically used.  IN speaking with colleagues around the state, this seems to be a common misconception among government officials and others.
