This seems to be a wide-spread practice throughout the U.S. and Canada, especially at the local government level.  It is a good example of where RIM, unfortunately, has gone.  In the early days (yes, I’m old), RIM meant caring for records for their entire life cycle so that one could find “the needed information, in the right place, in the shortest possible time and at the lowest responsible cost“.  Now it seems RIM policies, etc. means getting rid of records and documents (in all formats and media) as soon as possible in case they might be used against the organization.  Organizations are so busy trying to get rid of the potential “hot potato” that they fail to retain and protect the records and documents that may actually aid the organization in legal or other situations.
