Hugh,

This same issue came up last year in Dallas with the City Council
which PK posted and commented on -  http://bit.ly/1QyJtik  One of the
members of a commission (obviously a lawyer) ripped the Council for
deleting the records after 90 days even though Texas law allows it.
Didn't keep up with it so not sure what the final resolution was.
