The Federal Bureau of Investigation has a new records system that
houses civil background checks and criminal histories in one database.
But in building it out, the agency discovered a problem: It would soon
run out of identification numbers to assign to all the files.

Previously, the FBI indexed criminal histories using what it calls FBI
Numbers generated with an algorithm that had the capacity to create
more than 400 million unique IDs. Only 130 million had been assigned.
But with the prospect of also cataloging the background checks of
government employees, police, military, teachers, coaches, pilots,
caregivers and other licensed professionals in the same database, the
FBI estimated it would run out of FBI Numbers in under 10 years. In
addition, it wanted to avoid the stigma of attaching criminal numbers
to civil files.
