Nothing political and NOT picking on State, ALL Federal Agencies have their
work cut out for them to meet this end of 2016 "deadline".  But, as the
article correctly states, they have more hurdles to cross than many because
of the classified/sensitive/unclassified content, both permanent (senior
officials) and temporary retention periods on their email AND having
domestic and internationally placed networks.

Here's the comment I sent:

If (as the article says) State has adopted the Capstone approach to
designate entire accounts of senior officials for preservation, how and
where are they managing those email messages from their "...Sensitive and
Classified networks in more than 200 embassies and consulates as well as
Washington Main State and other domestic locations..." ?

Capstone is simply an "approach", not a system... so where is the content
and is it ALL being managed as classified or is the classified segregated?

It sounds as if State is considering (at least) TWO independent email
management systems; one for Permanent retention Capstone impacted email
(both Classified and unclassified) and one for all other temporary email
(both Classified and unclassified) that will work for domestic networks and
those hosted abroad.

Hopefully they appreciate the requirements of establishing and maintaining
system/s that are this complex and the focus is put on developing a data
map for THAT, more than concerning themselves with meeting the needs of
"...any Small Business Set-Aside opportunities exist and how viable GSA
schedule and/or existing Government Wide Acquisition Contracts (GWACs) may
be for this requirement..."

A year is a VERY SHORT TIME... and WHAT are they doing with all of the
emails being generated and received UNTIL this/these systems are deployed?
