Good point.  Another thought - most privacy laws government entities are required to follow do not pertain to private entities.  So - how will any PII be protected?  Will the recordkeeping practices of the non-profit be in compliance with any laws the City must follow (i.e. retention, protection, privacy, legal hold, etc.).  One other thought - what happens if/when the non-profit does not get "philanthropic funding" to manage the City's archives?
