In the 40s and 50s the government would put out a spec for new aircraft and
IIRC the companies bore the cost of designing and building the prototype.
No pay unless the government decided to buy. now companies like Lockheed
would also do their own design work without a government requirement, too.
my thing is that from the article it sounds like L-M doesn't have a robust
RM program.
