Kelly, I developed and implemented a pre-approval disposition process at
the largest utility in the country where I worked in the 80s and 90s; then
at a mid-size city out west in the 2000s when I was there.   Basically, the
policy is that when the retention policies are approved (dept, audit,
legal, etc) it includes the requirement and authorization to delete or
destroy the records when the retention period is satisfied.  No
notifications, no excuses, no exceptions outside of a valid, documented,
and approved legal, audit, or litigation hold.

When I arrived at my current large (2nd largest in USA) utility, they had
already implemented the same type of policy and processes.
