Jessica,

PDF/A-1a is not really well suited for scanned document because it's
expecting a formatted document.  1a is a "Tagged PDF" and is expecting text
in the document.  If you were planning using OCR on the PDF to get it back
to a structured document, then I believe you could get to 1a, otherwise plan
on 1b.  Do you have some requirement that is enforcing 1a?
