Caroline,

Your points are very, very valid. The Health Department should be the owner, and has always been as they purchased the phone. I think you are on to something with the idea of resetting the password and being able to unlock it. There should be some way to do that without having to write an entirely new iOS that could breach EVERY iPhone in the world. That seems a bit much to me, but a case-by-case basis on unlocking individual phones should be negotiable.
