My epiphany moment came in one session group discussion.

No matter what the buzz is about IG and new fancy tools, end users don't follow some or any information policies and procedures regardless of industry or regulation. IG and other tools may go a long way towards improving the situation, but until we get users to comply most of the time with policies it's going to be an uphill battle at best.
