I believe that records management working with the Archivist has the responsibility for creating and maintaining the retention schedules, as they do the records program. However with that being said, collaboration with other stakeholders and partners in the organization is always of value. The functional areas such as finance, legal, auditing and other areas provide valuable input to determine retention periods. They know their programs and the legislative authorities, which need to be considered.
