Thanks, Patrick. You gave me some ideas that I can follow through on. I
think you are right about the domain piece, and that may be the sticking
point that makes this particular idea not workable. It was unclear,
based on the documentation I was provided last Friday, how this works -
it appeared one could simply group users into "organizations" with
different retentions assigned. 

I actually do think, in our environment, we could apply single retention
periods to the majority of our users, based on the particular functions
they perform. The common email risk factors associated with content
appear to be relatively low in the county for most users. And, in a
"cloud" environment, storage costs become a mote point. 

However, users shift their functions in this county on a fairly regular
basis, necessitating the periodic updating/changing of a particular
assigned retention. In essence, if you changed your function/retention,
you would also need to change your email address.  That could be a real
problem with this particular approach.
