I think Wayne asks two vitally important questions:

"Before the advent of electronic records, was all paper discoverable?  If
so, what was done about managing documents that were not declared as
records?"

In the electronic records age, are we at risk of losing control of our
managing responsibilities by focusing too keenly on different versions of
the same electronic records?   Shouldn't we be involved to ensure that the
"final" record is managed pro-actively rather than passively accept the
record for disposition at the end of its "lifecycle".  I'm still confused.
