It is not that way in every local government.  It it were, I would still
be in the Energy
industry or may have moved along to Pharmaceuticals, etc.

I cannot figure out how someone can make a living in NYC making 30-35K
per year.

Welcome to the world of local government jobs.  While the salary seemed
a
little low for the position, I did not think it was extremely so.
This
person reports to another manager (Fred), and it did not appear that
the job
supervised a large staff.  In local government terms, the more people
you
supervise and the fewer levels there are above you, the higher the
salary.
And "higher" is relavent to similar jobs in other localities, not
similar
jobs in the private or state/federal sectors.
