I think your CFO has three options:

1) Trust his employees to do the job they are supposed to be doing and let
them review and make decision about their own email
2) Micro-manage his workgroup and personally review the emails himself -
who else can he trust to do the right thing?
3) Save everything and have attorneys from both sides review all the email
at the next litigation at $300 - $500/hour.

I think option one is the best
