Another consideration that some municipalities have successfully worked
out with commercial records centers is a "subletting" arrangement
within the commercial records center. In effect, the CRC puts a fence
up (sometimes literally) around a certain section of their facility.
The municipality then rents that portion of the facility, with the CRC
providing the shelving, tracking equipment, material handling
equipment, and extra labor required to perform services. This enables
the municipality to have control over their records in a secure
environment, while gaining economy of scale from the CRC and requiring
the CRC to worry about growth issues. This sort of arrangement can
solve space issues and peak labor requirements, while keeping the
elected officials happy that the records are still being maintained by
the municipality.

The stipulations made by Larry remain, however. This sort of
arrangement is generally much more complex to negotiate, but provides
the municipality with the best of both worlds, hopefully with some cost
savings.
