The Fiscal retention factor is inside needs by the organization's
finance dept, accounting, Treasurer, etc.

Operational is the record owner's (department) proven reference needs.

Regulatory is published requirements by federal, state, or local
regulatory agencies (USA gov't terminology used here in this example.)

Legal is consideration for laws and basic actions' statute of
limitations, and misc. advice by the organization's general counsel
office, or hired legal counsel.

Historic is for the (usually)  very small percentage of information (1
- 3 %) that is considered historic to the organization.

I have a question for my fellow records managers on the list. My
understanding is that retention requirements are commonly derived from
legal, business, fiscal, and sometimes historical needs for evidence.
Why
are legal and fiscal separate categories when fiscal requirements are
typically defined by laws and regulations.  Is this just the way some
archivist (Schellenberg maybe) laid it out back in the olden days?  If
anyone knows the answer to this one I would greatly appreciate it.
