Steve, when you say 'matrix' it implies an array of variables. If the
five variables listed below are the X axis, what variables go on the Y
axis?

The retention policy development factors matrix (operational, fiscal,
legal, regulatory, historic) is designed precisely to meet A, B, and C
below. However, it has been around much longer than ISO 15489. So far
as I can tell at this point, it is timeless.

If you look at the International Standard for Records Management (ISO
15489), records retention should be managed to:
A) meet current and future business needs,
B) comply with legal requirements, and
C) meet current and futhre needs of internal and external stakeholders
Shellenberg has his place (some would say "in history"), but you should
take into account the current views of the modern Records Management
World.
