I believe you would also require under SOX and IRS a migration plan if you
changed software. Both have some hefty requirements on the IT function that
would not come under the purview of the user, only IT.
I would check some of the state retention schedules to see what records they
recommend being retained by the IT function. I know the State of Washington
Retention Schedule for Local Governments has requirements as well as the
State Schedule.
