That would be too easy.  And what is government all about?  making things easy?  Hmmmm.

This is sort of interesting, especially the concept about it cancelling out
laws at the State level, such as California's SB 1386.  It refers to it as a
"de facto" standard... and it makes you wonder, why not adopt it nationally
rather than trying to write something different?
