Well now that I am back, I thought I would jump right in and share this with you, in the event it wasn't discussed yet.
On April 11, 2006, the Government of Canada introduced the Federal Accountability Act and Action Plan, delivering on its commitment to make government more accountable. http://www.faa-lfi.gc.ca/index_e.asp
I noticed with interest in the document, "Proposals of the Information Commissioner to amend the Access to Information Act", that they have changed the definition of "record" (see underline).  They have included the verbiage, "electronic communication". 
4. (1) The definitions "government institution"
and "record" in section 3 of the Act
are replaced by the following:

"government institution" means any department
or ministry of state of the Government of Canada,
including the office of the head thereof, listed
in Schedule I or any body or office listed in
Schedule I;

"record" includes any correspondence, memorandum,
book, plan, map, drawing, diagram, pictorial
or graphic work, photograph, film, microform,
sound recording, videotape, machine
readable record, electronic communication, and
any other documentary material, regardless of
physical form or characteristics, and any copy
thereof;

It should be noted (see below) that in the Policy on the Management of Government Information http://www.tbs-sct.gc.ca/pubs_pol/ciopubs/TB_GIH/mgih-grdg_e.asp the words "electronic communication" are not included.

Records (Documents): Includes any correspondence, memorandum, book, plan, map, drawing, diagram, pictorial or graphic work, photograph, film, microform, sound recording, videotape, machine readable record, and any other documentary material, regardless of physical form or characteristics, and any copy thereof (National Archives of Canada Act; Access to Information Act)
