Mail rooms are a small but vital part of the responsibilities of CEOs
and CIOs.  Of course the larger the organization, the less direct the
responsibility.  Somewhere in that hierarchy would also be facilities,
the records department, IT, etc.

So to address Ray Cunningham's concerns of staying out of the basement,
take a look at the core competencies for CEOs and CIOs, and how MIS and
MBA programs view the mail room.  Maybe it's not covered sufficiently
but that level of abstraction could offer a beginning point for getting
the right perspective for RIM.
