True before computers, not true today. Massive volumes of records are
having retention schedules applied, no paper involved.

- can discrete records be accessed easily?
need to be asked at the time the application is purchased not when it is
being rolled out (which unfortunately is the time IT usually become
aware

Before implementation is good, but it's never too late to ask these
questions. Almost every company on the planet has their business units,
their IT and their records managers working on improving management of
records in legacy systems.
Dwight correctly pointed out that tape backup procedures and records
retention procedures are not and can not be the same.
