don't work for the agency & should it ever be a requirement in an RFP ?". 

Good question.  Better still, we are not  American and yet you've used the 
DoD 5015 as a reference point?  Yes, because it is a very good reference 
point and offers key information in the deployment of an EDRMS.  Why 
re-invent the wheel, when considerable time and talent have been used to 
bring this about.  It is a good starting point because it is thorough and 
very sound.
