And what have you seen Bill?  Have you seen more apps with workflow
since the advent of workflow?...or more imaging alone apps?

Then again, folks that do maintenance on refinery's have no use for a
Ferrari.  They drive pickups.  Workflow is of minimal benefit to them.
Same with attorney's doing litigation support, Registrars providing
access to property records and benefits staff answering questions for
retirees.  What you need to drive depends on the work you do.  The
workflow component so important to a mortgage application is virtually
worthless to the individual who's tasked with retrieving old military
records.  Workflow gets the request to the individuals desk.  Imaging
saves him from having to go to the proverbial hundred acre woods to
retrieve a file.  Then again, an imaging system for an insurance
application has almost no value without workflow.

The point is this.  Taking a position that imaging without workflow is
worthless is taking a very limited view of the technology.  On the other
hand, taking the view that any imaging will automatically provide a
benefit is equally absurd.  Each application needs to be examined and
tested against its estimated cost and expected benefit.  Please note
that all applications do not have to have a full blown ROI that
considers software licensing and maintenance expenses.  If you have
already justified the tool for other purposes, there may be virtually no
incremental cost for software.  If you already have a car, you don't
calculate the cost of replacement, maintenance, insurance and licensing
before deciding whether to drive to the lake for the weekend, you
consider the cost of gas.  The rest of the expenses are sunk and
subsequently, immaterial.

I do not ever recommend putting in ECM technologies where there is not a
clear ROI.  On the other hand, I have worked with the technology long
enough to recognize that the tools can be used in numerous ways.
