Greatly restrict and evaluate who actually has the need to use email.  Just because someone has access to a computer doesn't mean they need email access.  I would also do the same thing with Blackberries and any other form of mobile computing.  Another option that our state has looked, but has yet to implement, is other types of virtual collaboration tools - conferencing, shared documents, the ability to edit and comment on a centralized document posted on a site rather than having to send it to each person - basically anything that would help to remove the more casual chatter.
 
Our state's IT dept, which has already implemented Internet and email filters, is seriously considering this approach mainly due to the shear volume of email.

I have been asked to research ways to reduce the volume of emails our
employees send/receive in the course of business.  I have found examples
of companies that have issued writing guidelines (be concise, don't copy
everyone, etc.) but am wondering if there is more that a company can do
to enforce appropriate email usage.  Perhaps an application of some
sort.  If any of you have been involved in implementing something
similar, or if your company has something in place, I would appreciate
your guidance.
