Hi Earl, 

I know you said no vendors but I elected to respond anyway.

I know what you're referring to but I couldn't find it on the ARMA bookstore
either (admittedly little time spent looking). I know John Phillips, among
others, has done some presentations on that topic - didn't attend so not
what was covered but if you attended conference this year you might be able
to find the slides. And last year's slides are out there as well...

You might also do some Googling. I have seen some interesting references
available from NY state (NYSED) and NJ (NJDARM), and lots of governments put
guidance out on their websites for agencies to use. In the private sector
it's not as likely that you'd find it openly available, but you might be
able to ping either other folks on the list and see if they'll share. In
addition, you can learn a lot by reviewing the RFPs that go out and I know
there are dozens of them out there ranging from programs to RM applications
to full-blown ERMS. 

Finally, the evil consultant in me says you may wish to enlist assistance.
There are myriad consulting firms out there (including but certainly not
limited to Access Sciences) that can assist with program development,
requirements definition, RFP development, vendor evaluation and selection,
and implementation oversight. 

My personal take is that one consultant shouldn't do all of that - fox and
the henhouse and all that. But depending on your timeframe and availability
to learn the ins & outs of the selection process, particularly for a large,
complex organization and/or solution, a dollar of consulting might be a very
prudent investment.
