Mr. Wallis,
Could R. Jackson Armstrong-Ingram be the NAGARA Conference presenter you
remember?  He passed away 10/21/2004.  From reading his obituary, his is
a tremendous loss to Records Management and Archivist field.

Nolene, where "look and feel" are going to play a role is when questions
are raised involving authenticity. I forget the gentleman's name - he
was the archivist of Henderson, NV for a while - but he gave a brilliant
talk at a NAGARA conference regarding this subject some years ago. In
essence, he pointed to how hand written deeds were recorded in the 19th
century. Often, the seals and other elements of "authenticity" were
actually hand drawn in the recording record itself. What gave the
recording record its authenticity was the context in which the recording
record was created, not an exact reproduction of the seal as it appeared
on the original deeds, since the technology did not exist at that time
to produce such an exact reproduction. One could apply this observation
to the concern you've raised - as long as the record content is
maintained in the context of a regular, documented process that ensures
the critical elements of the record are authentic, "look and feel"
should be secondary. 

If anyone remembers the gentleman's name, please let us know.
Unfortunately, I believe he may have passed away. His presentation was
one of the best I've ever seen on electronic records.
