This gets back to the point of properly designed meta data.

If the File Plan is used to define retention (Retention Schedule) and the
meta data is properly defined and assigned, then the meta data will serve
both purposes, operations and Records Management.

They SHOULD NOT be mutually exclusive.

In most cases, there will be some fields that serve both sides.

They need not be mutually exclusive, but the metadata fields also need not
be based on retention concerns. A small portion of the metadata might be
linked to a retention schedule, but the remainder could and often does have
little to do with records management per se and much more to do with the
day-to-day operational needs for the information.
