  There are a couple of good definitions on the web I would use to define "record".  First, at wikipedia - http://en.wikipedia.org/wiki/Record_%28computer_science%29    Or alternately, at the computer dictionary on webopedia - http://www.webopedia.com/TERM/r/record.html   Both are reasonably good starting points for a definition of the term "record".
   
  And, because databases are updated you would need to employ a database archiving solution to meet retention and preservation requirements.  For this, here is one solutions:  www.TitanArchive.com
