Respondents have given you many good points (Sell the system, get
senior-level buy-in, up-front appraisal, organization, storage and
retrieval, bridge gap between RM and IT, communications, defining
"records", access and security).

But I think that a very important issue is identifying records that are
contained in electronic form such as those in databases.  The
applications are managed by IT and the data contained belongs to where
the data comes from or who uses it to get information and reports, or
maybe both.  These entities don't necessarily know what a record is,
much less how to identify it and control it.  Once a record is
identified, retention can be assigned to it and controlled by a
retention plan, etc. 

My experience has been, by large, in the US Federal Civil Government.
These are organizations that are so large it is hard to know what is out
there that should be controlled as records; it makes it extremely
difficult for the records management office to include all the records
in their retention schedules.
