You might also see if the records management (or library or archives)
program or organization of state (or commonwealth) where your county is
located has a template plan for use by the various political subdivisions
located therein. When I ran a municipal records and archives program a
while back, the state/commonwealth provided us a basic template that I
modified for our use.

It is always a good idea to review what others have done (generally called
baselining), but in the area of disaster planning and recovery such plans
are going to take into account the peculiarities related to that localities
particular vulnerabilities. For example you wouldn't want to adopt a
disaster recovery plan for the City and County of San Francisco California
since a lot of it will cover what to do in the event of an earthquake. The
same can be said for a disaster recovery plan from Galveston County excelpt
in this case they are going to focus on hurricanes and not earthquakes.
